2010 Budget Amendments
Amendments to the State Budget Ministry of Culture.
The Union of Visual Artists Association has sent the "Rescue Plan for the Visual Arts" to management and political forces. This is a set of short, medium and long term measures to alleviate the negative effects of the economic crisis on this sector of the building, laying the foundations for its revival and introduce some structural changes. Contemporary art, art in general, understood as a form of knowledge, can contribute to the generation of a new growth model based on the creative economy. In this regard, the draft State Budget for 2010, by reducing public investment in R & D, education and culture put us in the opposite direction. Maintain and extend basic social services in times of crisis is a good policy, but to reduce support for these sectors of the knowledge economy is a serious mistake that will delay and hinder the exit of the crisis and the emergence of a new growth model economical. The amendments proposed here should come of that bailout and raised on two previous assumptions:A. Reduced investment in heritage and files and use the resources available to some urgent measures of the Plan to Rescue the Arts. Priority is given, thus, support to contemporary artists through programs of direct support, avoiding medada-in-the possible intervention of mediators.
B. Cessation (or abandonment) of the proposed National Center for the Visual Arts for a new policy of direct support to the visual arts and the network of production centers. This center does not respond to any need or deficit. No one, in the field of art-has claimed. Dedicate, as noted recently, a production center for the visual arts obvious current programs and projects promoted in Madrid by the AVAM (Associated Visual Artists of Madrid), the municipalities of Madrid and Getafe dee and the region. These initiatives, as well as production centers existing visual arts in the rest of the state, making up a fledgling network, such as Hangar (Barcelona), Arteleku, Tabakalera (San Sebastian), labor (Gijón), etc., Need the support of Ministry of Culture. The Ministry is not to replace or compete with these initiatives, is to complement the economic effort that developed the other administrations.
Amendments
1. Custom Works Plan to visual artists for Public Space. Public space is meant for urban space, rural, natural, TV and Internet. Public call for projects and resolution by a jury of independent experts. Purse: € 6,000,000.
2. Investment Plan to support the centers and production areas of visual arts to enhance and expand their services spaces, digital production (equipment and personnel) and artist residencies. Purse: € 2,000,000.
3. Fund financial support directly to artists to research and preproduction. Public call for projects and resolution by a jury of independent experts. Purse: € 2,000,000.
5. Fund to support continuing education programs of professional associations and programs that drive workshops or production areas. Purse: € 1,000,000
6. Increased acquisition budgets of museums and public collections of contemporary art. Be established procurement policies that discriminate in favor of art produced in the context, women artists and artists living in general. Purse: € 3,000,000.
7. Relief Fund (funding rate) for creating the first website of visual artists or for the renewal of existing ones. Endowment: 800,000 €.
